The study introduces a structured SOAR Validation and Measurability Model, designed to strengthen the analytical rigor of strength-based strategic planning. While SOAR (Strengths, Opportunities, Aspirations, Results) is widely applied in governance, education, and organizational development, its implementation often lacks empirical validation and measurable performance alignment.
This article addresses that gap by integrating validation procedures and KPI-based measurement mechanisms into the SOAR framework, transforming it from a reflective planning tool into a structured, evidence-based strategy instrument.
